Shunglu Committee is an eyewash

On 15/10/2010 Shunglu Committee was appointed to probe into Commonwealth Games corruption. It was given 90 days time. Someone said it was cover-up. The corrupt people had two months for cover-up before Commonwealth Games and now they have three months. V. K. Shunglu was a CAG. He is out of country, no idea when he will return, may be after 90 days.

On 23/10/2010 on Big Fight on NDTV 24×7 a panellist said Shunglu Committee is an eyewash. It has no powers. Under what law it is appointed? Can it question Manmohan Singh? Can it question Sonia Gandhi? This is not the time for political correctness. Money has gone all the way to the top. Money has gone to Suresh Kalmadi, Sheila Dikshit, Jaipal Reddy. Money has gone to Manmohan Singh. Money has gone to Sonia Gandhi. A junior engineer will be punished. The panellist said that.

Commonwealth Games are over but OC continues. IOA officials continue in their positions. Nothing has changed. Now IOA officials want to bid for Asian Games 2019 and want approval from Sports Ministry. They say only two new stadia are to be built. When the bidding took place for Commonwealth Games the amount quoted was around 350 crore rupees. It went going up and according to one source around 1,02,000 crore rupees were spent for Commonwealth Games. The amount includes various projects for Delhi but the projects would not have been undertaken if there were no Commonwealth Games. Amount needed for Asian Games will keep going up. Money will be spent on renovation of existing stadia that will be 10 times the amount of building new stadia.

People in the media who should be exposing corruption are not doing their job. One editor defends Suresh Kalmadi. TV channels have not come out with details of thousands of crores of rupees siphoned off. We have details of few lakhs or few crores. Few people’s offices have been raided, one of them Sudhanshu Mittal, a BJP member.

Manmohan Singh is responsible for the files he signed for sanction of funds and escalation. Other ministers are responsible for the files they signed.

Delhi is back to normal after Commonwealth Games. Beggars, street vendors, stray dogs, blue line buses and traffic jams are back. Students were made to vacate hostels to accommodate visitors for Commonwealth Games but there were no visitors.

Someone said investigation into corruption in Asian Games 1982 is going on after 28 years. I had not heard of such investigation and perhaps the person was joking.

Some cite Hong Kong as an example of how corruption can be fought and eradicated. People of Hong Kong came out on streets and protested against corruption saying they will not tolerate corruption any more. Corrupt officials were removed. It will be great if people of India can do that.

Commonwealth Games and Corruption

Commonwealth Games in news for all the wrong reasons and corruption is a major reason. Some want the show to go on and any action against corruption be taken later on after the games are over. Conducting games is a matter of national pride and Suresh Kalmadi can not be replaced at this stage.

Now we know why the expenses for Commonwealth Games constantly increased. There is corruption in procurement of many items like umbrellas, doormats, toilet papers, fire extinguishers and so on. Corruption was suspected but the magnitude was not known. All expenses are said to have been approved by Secretary of Urban Development Ministry. Venues are not ready and it is doubtful whether they will be ready on time. The cost of renovation of a stadium has proved to be more than building a new stadium. There is report of child labour in the construction of venues. Death of 48 labourers did not make much news and was mentioned in passing. For some of the mess in Delhi, Congress blames MCD controlled by BJP.

Three Organising Committee officials are suspended. One of them, T. S. Darbari, had been named as the recipient of 28 lakh rupees ring by a man caught by Kochi customs some months back. Corruption in Baton relay is public knowledge. Anil Khanna, treasurer, resigned and A. K. Mattoo took over. A. K. Mattoo was in news as the head of Hockey India when hockey players had gone on strike demanding the payment of their dues.

Too bad if Suresh Kalmadi can not be replaced with 58 days to go for the games. It seems other IOA officials are good for nothing.

Going by past records it seems nobody will be punished for corruption. Cases will drag on for years and evidence will disappear. Guilty people of 1984 anti-Sikh riots and Bhopal gas tragedy are not punished even after 25 years and some of them are not even prosecuted. All the accused in Jain hawala case were acquitted.

Questions should be asked now and guilty should be prosecuted come what may. Let no one be under the illusion that he is indispensable. National pride or prestige should not be an excuse for covering a multitude of sins. Patriotism is the last resort of the scoundrels.

Crime and phone tapping

Outlook has come out with second instalment on telephone tapping. This includes a bureaucrat who wanted Rs.8 crores bribe, a minister in UP who wanted a bribe from engineer and the wife of an air vice marshal who talked to a beautician about prostitution racket.
Corrupt people whose conversations have been tapped must be exposed. Recently there have been some cases of high profile corruption. Two bureaucrats in India’s home ministry have been arrested. One of them took bribes for approving bulletproof jackets. Head of MCI who took bribes to grant recognition to medical colleges has been arrested. Three persons in CRPF who sold arms and ammunition to Naxals have been arrested. Naxals had used those arms and ammunition against CRPF jawans in Dantewada.
There must be many bureaucrats who have taken bribes whose conversations are tapped. The bureaucrat who took Rs.8 crores bribe must have taken bribes before that.
An industrialist had sent a starlet to Calcutta. Who wanted the starlet in Calcutta? What did the industrialist received for sending the starlet? Who was the starlet?
Tatas have defended their PR firm saying theirs was legitimate lobbying.
