Return of Bofors

Bofors returned to news on 25/4/2012. TV channels reported former Swedish police chief Sten Lindstrom’s interview to Chitra Subramaniam on thehoot.org.

In April 1987 Swedish Radio reported that kickbacks were paid in Bofors deal. After that some newspapers had reported on it. Chitra Subramaniam worked for Indian Express. Sten Lindstrom had leaked many documents to her. Sten Lindstrom revealed himself as the source.

Why did Sten Lindstrom go public now? Perhaps he thinks he will not live long. He reminds me of W. Mark Felt who was informant in Watergate scandal.

FIRs against 14 ministers

IAC wants FIRs against 14 ministers. The ministers are P. Chidambaram, Ajit Singh, Farooq Abdullah, G. K. Vasan, Kamal Nath, Kapil Sibal, Sharad Pawar, Sriprakash Jaiswal, Sushilkumar Shinde, Vilasrao Deshmukh, M. K. Alagiri, Virbhadra Singh, S. M. Krishna and Praful Patel.

Kapil Sibal reduced fine on Reliance from 650 crore rupees to 5 crore rupees resulting in a loss of 645 crore rupees to the country. He should reverse his decision or pay 645 crore rupees.

SBI and Hotel Leela

SBI did not get back the loan it gave to Kingfisher. Kingfisher was bailed out by converting the loan into shares. Now comes the news that SBI has referred 4,300 crore rupees loan taken by Hotel Leela to corporate debt restructuring (CDR). It is said that Hotel Leela has not defaulted. It wants interest rate reduced from 14% to 11% and longer schedule for payment. Perhaps the owner of Hotel Leela thinks he can default and get away just like Vijay Mallya of Kingfisher did.

Uttar Pradesh and other elections

The results of elections in Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur are out. In UP, SP got absolute majority. In Uttarakhand out of 70 seats Congress got 32, BJP got 31. In Punjab, SAD-BJP coalition retained power. In Goa, BJP displaced Congress. In Manipur, Congress retained power.

Most pollsters had predicted hung assembly in UP. CNN-IBN had predicted SP will get 34% of votes, BSP will get 24%. Headlines Today had predicted 203 seats for SP. SP got 29% votes and 225 seats. BSP got 26% votes and 79 seats. BJP got 47 seats. Congress-RLD got 37 seats. Peace Party got 4 seats, Apna Dal 1, Qaumi Ekta Dal 2 and Ittehad-e-Millat Council 1. CPI, CPI(M), JD(U), TMC and some other parties did not win any seat.

Censorship of web sites

One man went to court against 21 web sites. He claims to be a journalist. When he appeared on English TV channels for discussions he spoke in Hindi. If he does not know English does he understand what is in web sites? If he knows English he should speak in English on English channels and anchors must make sure of that. Many people have no doubt that he is a government agent. The petitioner gave the example of cartoons of Islam’s founder. The petitioner’s name suggests he is not a Muslim. If Muslims get offended due to something it is for them to approach the court. Muslims are either unaware of the cartoons or do not care. Who appointed him to argue on behalf of Muslims? How much the petitioner is paying to his lawyer?

Congress versus TMC

Congress and TMC are partners in UPA at centre and have coalition government in West Bengal. The relationship between the two has worsened in recent days. There is talk of Congress aligning with SP after UP elections.

There are no permanent friends or permanent enemies in politics. Congress needs TMC at centre. TMC does not need Congress in West Bengal. Both call each other CPI-M’s B team and compare to watermelon, green outside, red inside.

Mamata Banerjee, leader of TMC, opposed Congress on Teesta River Water Treaty, petrol price hike, FDI in retail. TMC voted for Lokpal Bill in Lok Sabha and opposed it in Rajya Sabha and moved amendments. Dinesh Trivedi said he had opposed Lokpal Bill in cabinet. He was overruled.

No Lokpal

On 29/12/2011 Rajya Sabha was to vote on the Lokpal and the Lokayuktas Bill, 2011. It was adjourned sine die without vote. Parliament was called to sit on 27, 28 and 29 of December 2011 to pass Lokpal Bill. Lok Sabha passed it. Rajya Sabha did not.

Winter session was supposed to end on 22/12/2011. Anna Hazare had announced his three days fast beginning on 27/12/2011 if the bill had not been passed by then and thereafter three days of jail bharo andolan. If the Parliament passed Lokpal Bill by 22/12/2011 India Against Corruption would have observed gratitude day and held thanksgiving party on 27/12/2011. Winter session saw many disruptions and waste of many days. Many parties changed their positions on Lokpal Bill. There were 17 dissent notes in the standing committee report. There was all party meeting.

Lokpal deadline

Where there is will there is a way. If Congress wants to pass a strong Lokpal Bill it can do. If it does not want to pass a strong Lokpal Bill it finds ways avoid it. In that case the passing of Lokpal Bill depends on how strong is the will of people who want a strong Lokpal Bill. If their will is stronger than that of Congress they will succeed. Anna Hazare Group wants Lokpal Bill passed in the winter session of Parliament which gets over on 22/12/2011. Otherwise he will start his indefinite fast on 27/12/2011 and has asked people to fill jails and sit in front of houses of MPs from 1 January 2012 onwards. This time the fast is to be from Azad Maidan where his previous fasts were successful.

Gang of Four

Gang of Four originally meant Jiang Qing, Wang Hongwen, Zhang Chunqiao and Yao Wenyuan who were powerful during the Cultural Revolution (1966-1976) in China. Anna Hazare spoke of Gang of Four in UPA government without mentioning names. One of them is P. Chidambaram. Second is likely to be Kapil Sibal. Who are the other two? Some talk of Digvijay Singh and Manish Tewari but they are not ministers.

CAG and 2G

CAG is a constitutional authority. He is not a servant of the government of the day. If he finds any subordinate not doing his job properly he has the right to overrule him. In judiciary there are various courts but the decision of the Supreme Court is final. It can overrule High Court or other courts. High Court can overrule Sessions Court. In Supreme Court judges on the same bench disagree and judgments are by majority. There is nothing strange about CAG overruling DG.
