China has advised its women to avoid Delhi calling it the rape capital of the world. This happened after the rape of a Chinese woman in Delhi. It is just a matter of time before the whole country is called the rape capital and other countries follow suit. In India it is difficult for victims to get justice, for rape victims it is more to difficult get justice, for foreign women who are rape victims it is most difficult, almost impossible, to get justice.
Over the years many foreign women have been raped in India. In Delhi it has happened many times. It has happened in Punjab, Haryana, Rajasthan, Goa, Maharashtra, Madhya Pradesh and other states and union territories. Courts move slowly. Victims get dates. Foreigners cannot repeatedly come to India. For sometime Rajasthan had fast track courts for rape trials and some criminals were convicted. One criminal, Bitty Mohanti, guilty of raping a German tourist, was son of Orissa DGP. He got parole on the basis of a document having DGP’s signature and disappeared. The DGP said the signature was not his. The matter rests there. The DGP should have been arrested and subjected to brain mapping and narco analysis. Now also it can be done. Nowadays not much is heard of fast track courts of Rajasthan.
In Goa there were rapes of British, German, and Russian tourists. The British tourist was murdered. Victims did not get justice. Digambar Kamath who was chief minister at the time said women should not go out after 10 p.m.
When people demand quick justice saying justice delayed is justice denied, law minister Ashwani Kumar says justice hurried is justice buried. That means rape victims have no hope of justice.
India has assured China that the victim will get justice. Of late China has been aggressive with many countries on border issues. India should make sure that all rape and other victims get justice. Otherwise the slogan Incredible India will have negative connotations.
